Transport on Lake Como: “Boat NCC is a public service”

The Lombardy Regional Administrative Court rejects the urgent appeal brought by commercial pleasure-boat operators against the resolution by which the Municipality of Bellagio reserves some landing stages for the non-scheduled public service, stressing the clear distinction between the two activities. For Alfonso Morisieri, representative of Confartigianato Navigazione at Confartigianato Imprese Como, the ruling also clears up a long-standing misunderstanding: the word “taxi” refers to a regulated public service, and applying it to commercial pleasure boating is incorrect and makes it harder for customers to tell apart different offers, rules and responsibilities.

Bellagio landing stages: Confartigianato and CNA back the Municipality

In a joint statement by Confartigianato Imprese Como and CNA Lombardia Nord Ovest, Alfonso Morisieri, head of Confartigianato Navigazione, comments on the Regional Administrative Court’s suspension of the resolution reserving Bellagio’s central landing stages for non-scheduled public transport. He points out that it is a precautionary measure pending the full hearing on 9 September, and compares dedicated landings to the stops reserved for public services on the road: spaces needed to ensure order and safety for passengers, operators and navigation.

First basin: new navigation limits welcomed

On behalf of Confartigianato Navigazione, Alfonso Morisieri welcomes the City of Como’s ordinance on the lake’s first basin, a measure the group had long called for. With more and more boats on the water, he stresses, strict compliance with speed limits and proper conduct is essential. Safety should be seen as an asset for the area rather than a constraint, protecting residents, tourists and the professional operators who follow the rules.

Its priorities: navigation safety, organisation of moorings, lake traffic management and updating regional and national rules, with a “competent and authoritative” voice in dealings with institutions.

Change of ownership for the historic Tasell: “continuity within discontinuity”

The historic Tasell, with a fleet of eleven boats, passes to Gi. Bi. Resort spa, a company owned by the Butti family. Alfonso Morisieri, a board member of the Tasell companies, speaks on behalf of the new owners and describes the deal as “continuity within discontinuity”: the business and its name stay the same, the company remains a public-service operator and its services will not be reserved for guests of the group’s hotels. It is, he stresses, an investment in water mobility and in the growth of the sector.

Tourists rescued at Lezzeno: “It was not a taxi boat”

After the rescue of eleven tourists aboard a boat that broke down between Nesso and Lezzeno, described as a “taxi boat”, Alfonso Morisieri, president of the Consorzio Motoscafi Lario, points out that it was a pleasure craft used for hire, not a non-scheduled public transport service. Confusing the two, he stresses, distorts the market, creates unfair competition and above all puts users’ safety at risk: the public service is governed by Framework Law 21/1992 and requires registration in dedicated vessel registers, licensed staff and strict technical and administrative requirements.

Guest on Telelombardia alongside Alberto Caramel, Secretary General of Confartigianato Como, Alfonso Morisieri, president of the Consorzio Motoscafi Lario, addresses tourist crowding on Lake Como. On safety, he points to the risks of renting boats without a licence to operators who know neither the rules nor the waters, while underlining the differences between non-scheduled public transport and commercial pleasure boating. He also proposes a “water mobility plan” aimed at identifying priority criteria among operators and promoting the lake’s lesser-known areas, recalling that tourist presence must be managed as a genuine resource.

Navigating the lake, but safely

In an opinion piece signed as president of the Consorzio Motoscafi Lario, Alfonso Morisieri identifies three key elements for the present and future of navigation on Lake Como: safety, state-owned waterfront and water mobility. After what happened on Saturday 22 June, with boats out despite prohibitive weather, he highlights the risks linked to the growth of hire and charter pleasure craft operated without adequate experience or licences. He proposes mapping mooring and landing points and a water mobility plan to create new routes, promote the lake’s lesser-known areas and extend the tourist season.

“Relaunching mobility by water”

Ahead of a season expected to be very positive, Alfonso Morisieri, president of the Consorzio Motoscafi Lario, which brings together twelve operators and around thirty non-scheduled public service vessels, stresses that overtourism makes it necessary to plan alternative mobility by water to reduce road traffic. He criticises the confusion caused by the improper use of the word “taxi” for commercial pleasure boating and calls for roles and responsibilities to be restored, a reorganisation of the lake’s state-owned waterfront with clear uses and priority criteria for facilities, and faster progress on the plan for alternative mobility on the lake. He also renews his request to the Basin Authority to set up a permanent technical round table.

Fall while disembarking in Murano: the party-appointed survey

In the proceedings for negligent injury concerning a passenger who fell into the water in June 2021 while stepping off a pleasure boat at Fondamenta Lorenzo Radi, Murano, the report by party-appointed surveyor Alfonso Morisieri explains that even temporary mooring requires at least one line secured to a mooring post: without it, the boat can drift away and roll, making boarding and landing difficult. According to the report, filed by the civil party, the incident “should not be dismissed as a mere accident”.

He highlights the traffic problems caused by the unchecked growth of boat rentals and the need to plan the use of the limited state-owned waterfront more carefully, recalls the consortium’s management of the Bellagio landing stages since 2023, and proposes a genuine water mobility plan for Lake Como, with safety as the priority.

Wave damage in Venice: “It can’t be reduced without reducing water traffic”

In the debate on wave damage in the lagoon, water mobility expert Alfonso Morisieri stresses that the need to regulate the phenomenon comes from the grassroots, from those who travel on the water and know what is needed, yet the problem has still not been solved. To reduce wave motion, he notes, the booming water traffic must be reduced: commercial pleasure boating is now out of control.

After a seven-metre boat with a skipper and three passengers on board sank at Lenno on 22 June, Alfonso Morisieri, president of the Consorzio Motoscafi Lario, makes clear that it was a pleasure craft used for hire, not a taxi. Lake moorings: areas reserved for non-scheduled public service

At the meeting held at the Chamber of Commerce by the Lake Como Basin Authority, as part of the “Pact for Lake Como boating”, on the Region’s decision to increase the number of licences for non-scheduled public passenger transport, Alfonso Morisieri, president of the Consorzio Motoscafi Lario, expresses moderate satisfaction. On the use of landing stages, he notes that pleasure-boat hire, while deserving respect, works in a different way and cannot be considered a non-scheduled public service: for this reason some areas should be reserved, on an exclusive and priority basis, for those providing a public service, to protect users.
